Seven Objectives for Ward 4
Grounded in real governance experience and the issues residents consistently raise. A plan built to deliver — not just to promise.
Growth that serves residents
Responsible Community — Innovation, Opportunity and Prosperity
Vaughan is one of the fastest-growing cities in the GTA, and Ward 4 residents feel the pressure of new development on roads, schools, and neighbourhood character every day.
Ensure new development is matched with the roads, parks, and community infrastructure needed to support it
Push for meaningful resident consultation before major rezoning and intensification approvals near existing neighbourhoods
Support the goals of the Vaughan Official Plan 2025 while advocating for sensitive, well-designed density along transit corridors
Protect established communities from poorly planned intensification that outpaces local infrastructure capacity
Getting around, getting things done
Traffic, Transit & Infrastructure
Congestion on major corridors and cut-through traffic in residential areas are among the most common concerns raised by residents across Concord and Thornhill.
Advocate for targeted traffic-calming and intersection improvements in high-complaint areas
Push for better coordination between the City and York Region on road, transit, and VivaNext/subway-corridor planning
Prioritize state-of-good-repair funding for local roads, sidewalks, and winter maintenance
Ensure transit improvements connect Ward 4 residents to the Vaughan Metropolitan Centre subway station
Every tax dollar counts
Fiscal Responsibility & Accountability
Homeowners and businesses need a councillor who treats every tax dollar with the same discipline required in regulated industry — backed by real financial and governance expertise.
Support disciplined, service-protecting budgets that avoid unnecessary tax increases while maintaining core services
Bring outside-industry financial and governance expertise to budget scrutiny and capital planning
Advocate for transparent public reporting on major capital projects and development-charge policy
Apply the same regulatory compliance and fiscal management standards used in highly regulated industries to City Hall
A stronger voice for health
Healthcare Access & Seniors' Services
As a biomedical executive and member of two provincial health tribunals, healthcare access is an issue Deven understands from the inside — and Vaughan's growing seniors' population needs a stronger local voice.
Advocate at the regional and provincial level for improved local access to primary care and diagnostic services
Expand seniors' programming, transportation, and in-home support services delivered through the City and community partners
Support accessible design standards in new municipal facilities and public spaces
Leverage provincial health tribunal experience to hold institutions accountable for service delivery in Ward 4
Spaces that bring us together
Libraries, Arts & Community Services
As Chair of the Vaughan Public Library Board, Deven knows first-hand how much these spaces matter to families, students, newcomers, and seniors.
Protect and grow library hours, programming, and digital services across Ward 4 branches
Support local arts, culture, and recreation programming that brings the community together
Ensure community centres and library branches keep pace with population growth in the ward
Champion newcomer and multilingual services so every resident can access City programs
Safety for every resident
Public Safety & Community Wellbeing
Residents want to feel safe in their homes, on the roads, and in public spaces. Deven will bring a practical, community-centred approach to safety in Ward 4.
Advocate for adequate York Regional Police resourcing and visibility in Ward 4 neighbourhoods
Support by-law enforcement that responds quickly to property standards, parking, and construction-related complaints
Champion community safety initiatives for seniors, youth, and new Canadians
Improve street lighting, park maintenance, and public space design to deter crime and encourage community use
A council that works for you
Open, Transparent & Accessible Government
Deven's record on the Vaughan Public Library Board was built on open, transparent, and responsible governance. He will bring that same standard to City Council.
Hold regular, accessible ward town halls and maintain open lines of communication with residents
Push for clearer public reporting on Council decisions, development applications, and budget items affecting the ward
Ensure every resident — regardless of language or background — can access City services and have their concerns heard
Apply the same open governance standards demonstrated as Chair of the Vaughan Public Library Board
